Tahukah Anda bahwa burung maleo, penyu, dan banyak spesies terancam punah lainnya dilindungi sepenuhnya oleh hukum Indonesia (dan internasional)? Mengambil, melecehkan, membunuh, atau memperdagangkan maleo dewasa atau penyu, atau telur atau produknya adalah ilegal. Faktanya, kebanyakan orang\u2013orang Indonesia atau bukan\u2013tidak mengetahui hal ini.<\/p>\n
Upaya penjangkauan AlTo bertujuan untuk mendidik dan mengingatkan warga Tompotika tentang betapa unik dan indahnya satwa liar dan tempat-tempat liar mereka \u2013 dan bagaimana aktivitas manusia mengancam mereka. Dan setelah dididik, banyak sekali Tompotikan secara sukarela memilih untuk mematuhi undang-undang yang melindungi mereka.<\/p>\n
Tetapi praktik-praktik tertentu, seperti pengambilan telur maleo atau telur atau daging penyu, tersebar luas dan merupakan kebiasaan lokal yang sudah berlangsung lama, dan undang-undang yang melarang praktik-praktik ini, meskipun telah ditulis selama bertahun-tahun, hanya mendapat sedikit publisitas atau penegakan. Maka, bekerja sama dengan BKSDA Sulawesi Tengah, instansi yang membidangi pengelolaan satwa liar, mulai tahun 2012 AlTo menginisiasi program khusus sosialisasi kepada aparat penegak hukum dari berbagai yurisdiksi \u2013 aparat kepolisian, Kehakiman, Kehutanan, Perikanan, TNI , kepala desa dan kabupaten, dan lainnya\u2013dalam upaya memperkuat penegakan hukum satwa liar di Tompotika.<\/p>\n
Program Penjangkauan Penegakan Hukum AlTo bertujuan untuk menyatukan para pejabat untuk mengidentifikasi dan mengatasi sendiri hambatan penegakan hukum satwa liar yang efektif di Tompotika.<\/p>\n

Taruhannya tidak bisa lebih tinggi. Tiga spesies penyu\u2013Olive Ridley, Greens, dan Hawksbills\u2013masih bersarang di kawasan Tompotika. Tetapi terutama karena perburuan, jumlah mereka telah berkurang, dan penyu sisik terutama hampir punah. Sayangnya, penyu Belimbing telah menghilang dalam satu dekade terakhir ini.<\/p>\n
Demikian pula, populasi maleo di luar tempat bersarang Taima, tempat aliansi AlTo melindungi mereka, juga menurun. Dan juga spesies langka lainnya, seperti anoa kerbau kerdil (Bubalus depressicornis dan B. quarlesi), babirusa (Babyrousa babyrussa), kera Tonkean (Macaca tonkeana) dan banyak lagi yang mengalami perburuan dan kurangnya penegakan status perlindungan mereka.<\/p>\n
Namun di sisi lain, keberhasilan program Taima maleo membuktikan bahwa ketika perburuan dihentikan, populasi satwa liar dapat pulih kembali.<\/p>\n

Langkah pertama dalam program ini adalah pendidikan. Musik, teater, dan acara publik telah difokuskan untuk menyebarkan berita tentang maleo, penyu, dan satwa liar yang dilindungi lainnya kepada masyarakat umum di Tompotika, di atas dan di luar Kampanye Kesadaran berbasis sekolah reguler AlTo. Tetapi AlTo juga telah membuat materi pendidikan khusus untuk personel penegak hukum itu sendiri, dimulai dengan \u201cpanduan saku untuk undang-undang satwa liar\u201d, dan sumber informasi lainnya.<\/p>\n

Melalui lokakarya yang meliputi studi kasus, role-play, dan kegiatan lainnya, aparat penegak hukum Tompotika mengembangkan motivasi dan prosedur untuk menerapkan dan menegakkan hukum yang melindungi satwa liar yang terancam punah. Terlebih lagi, mereka mengembangkan persahabatan dan hubungan sebaya untuk terus memberi informasi dan mendukung satu sama lain di luar lokakarya, karena mereka benar-benar menegakkan hukum di komunitas mereka.<\/p>\n
Dengan cara ini, aparat penegak hukum mendukung maleo, penyu, dan satwa liar lainnya dengan menindak perburuan liar. Pada saat yang sama, pada gilirannya, maleo dan penyu membantu aparat penegak hukum melalui penyediaan metode dan prosedur bagi mereka untuk bekerja dan berkomunikasi bersama secara lebih proaktif dan efektif. Itu pada akhirnya membantu mereka melakukan pekerjaan mereka dengan lebih baik. Dan, seperti yang dicatat oleh peserta lokakarya, seluruh upaya mendukung masyarakat sipil dan supremasi hukum. Itu bagus untuk semua orang.<\/p>\n
